D.C. Bars and Nightclubs Offered little wiggle room in bar hours
The District's decision to extend last-call for bars and nightclubs during the inauguration week has its limits, officials said yesterday: Those businesses that have struck agreements in the past with neighborhood groups over hours and rules must honor them.

Mayor Adrian M. Fenty and Attorney General Peter Nickles announced that these "voluntary agreements," some of which go back 20 years, will remain enforceable, covering about 345 of the 1,027 establishments across the city. Many, but not all, of the agreements preclude the sale of alcohol after 2 a.m. on weekdays and after 3 a.m. on weekends.

The announcement was a victory for neighborhood activists who expressed concern about noise, disorderly conduct and other problems if the rules were not enforced.
The decision came three days after the D.C. Council formally approved legislation to allow bars and nightclubs to serve alcohol until 4 a.m. from Jan. 17 through 21.
The council initially planned to extend the hours until 5 a.m. but backed off amid criticism from some inaugural planners on Capitol Hill.

The 4 a.m. hour matches the extension that is typically granted for New Year's Eve. The usual cutoff hours are 2 a.m. on weekdays and 3 a.m. on weekends.
"We have also been very sensitive and cooperative and supportive of the business community who wants to be able to welcome the many people who are coming to the District of Columbia to help celebrate the magnificent occasion that is the presidential inauguration," Fenty (D) said at an afternoon news conference.Nickles said the question was whether the council's legislation affected the voluntary agreements. The conclusion was no.

"These agreements are in my view contracts," Nickles said. "As contracts, they are entitled to the protection of the Constitution, which protects the sanctity of contracts, and the council cannot affect their enforceability. So, those establishments that have voluntary agreements will have to abide by the restrictions in those voluntary agreements."
Those establishments without agreements, or whose agreements do not contain alcohol sale restrictions, must preregister with the Alcoholic Beverage Control Board to serve alcohol until 4 a.m. during the inauguration period. Registration forms will be available Monday, a board official said.

In 2006, the Georgetown Jingle was created by the Four Seasons Hotel Washington, JDS Designs, Inc., The Washington Design Center, and the Georgetown BID to raise money for pediatric oncology programs in the Washington DC Metro area. Thanks to the generosity of area businesses, restaurants, and design professionals, the Georgetown Jingle has raised $645,000 for the Pediatric Hematology, Oncology, Blood & Marrow Transplantation Program at Georgetown University Hospital.

The purpose of this family-friendly event is to celebrate the fashions of the holiday season and to support families battling cancer. In 2008, the committee is delighted to extend our support to two programs at Georgetown University Hospital. We will again support the hospital's pediatric bone marrow transplantation program. And this year, in addition to offering hope to young cancer patients who require life-saving transplantation, donations to the Jingle will be extending care to pediatric cancer survivors through the Childhood Cancer Survivorship Program. It is our continued goal to help them establish a comprehensive pediatric clinic and research center benefiting hundreds of children in our area.

Georgetown Jingle 2008 raises funds for two programs at Georgetown University Hospital: the Pediatric Hematology, Oncology, Blood and Marrow Transplantation Program and the Childhood Cancer Survivorship Program. The programs' internationally recognized specialists are on the cutting edge of cancer research and treatment, and each staff member is dedicated to providing compassionate care in a setting that encourages young patients to act like kids-even while they're battling cancer.

As the only NCI-designated Comprehensive Cancer Center in the Washington, DC area, Georgetown Pediatrics can provide pediatric patients and their families with the most advanced therapies available, as well as a wide range of resources-including social services, art therapy, dietetic counseling, and emotional or spiritual support.

Georgetown Jingle is hosted by The Washington Design Center and Four Seasons Hotel Washington. The event will showcase the talents of 15 interior designers through holiday tree displays. Since the inaugural event in 2006 we have welcomed more than 1300 attendees and raised $645,000 for Georgetown Pediatrics. In additional to funds raised through ticket sales, we raise additional revenues through sponsorships, on-site raffles, and the proceeds of an auction. Our fundraising goal in 2008 is $400,000.

D.C. Bars and Nightclubs to Be Open 24-hours A Day for Inauguration Week

The D.C. Council approved emergency legislation this evening that will allow District bars, nightclubs and restaurants to serve alcohol until 5 a.m. -- three hours later than usual -- and remain open for food around the clock from Jan. 17 until the morning after Obama's swearing-in Jan. 20.

The bill was created by of the Restaurant Association of Metropolitan Washington and was introduced by council member Jim Graham (D-Ward 1), who represents nightlife-heavy neighborhoods of Adams Morgan and Mount Pleasant. The council approved the bill 9 to 4. Phil Mendelson (D-At Large) was the only one who objected to the extra hours. But Graham, Carol Schwartz (R-At Large) and Muriel Bowser also voted against the bill, which originally excluded nightclubs at Mayor Adrian M. Fenty's request, after it was amended to include them.
With as many as three million people expected to come to Washington for the inaugural, the city must be meet their entertainment demands, Graham had said upon introducing the measure.
"I know a lot of people are excited about the inauguration and I share that excitement," Mendelson said. "But there are very few people I know of out partying at 5 in the morning or 4 in the morning who aren't getting drunk. I think there are going to be consequences to that.from a public safety and public order point of view. It's not a good policy to be supporting."

On a normal week, bars and nightclubs can serve alcohol until 2 a.m. on weekdays and until 3 a.m. on Fridays and Saturdays. The only day the city regularly
extends normal drinking hours is Jan. 1, when bars are allowed to keep serving alcohol until 4 a.m. But the legislation quickly drew the ire of civic leaders, who complained that the council did not seek public input. The new rules could create more noise and problems for residents, said activists who have fought for tougher restrictions on bars and restaurant.


"I see the potential for why you'd want to do it, in terms of this being a historic election, but to just throw this down on neighborhoods?" said Bryan Weaver, head of the Adams Morgan advisory neighborhood commissions. "To have 3 1/2 days of 24-hour service without any input from the community -- there's going to be hell to pay from a lot of neighborhood associations."
But Andrew Kline, general counsel for the restaurant association, said Obama's inauguration is a once-in-a-lifetime event that is worthy of special rules. He noted that spontaneous celebrations broke out on city streets until the early morning hours after Obama won the general election Nov. 4.

Kline said it was important for the council to pass the legislation quickly because bars and restaurants are in the process of booking private parties for inauguration week. "It makes sense to have places for people to go when they're in a celebratory mood," Kline said. "It's just a few days. All of us are going to be somewhat inconvenienced, but that's outweighed by a wonderful historic event." The move is not without precedent in other cities. During the Republican National Convention in St. Paul last summer, eight bars and restaurants were allowed to remain open two additional hours until 4 a.m. Whether the D.C. law will require other agencies to alter their plans remains uncertain. Metro announced it would have extended service hours on inauguration day, from 4 a.m. Jan 20 through 2 a.m. Jan 21. Otherwise, the transit authority will run normal service, closing at midnight on weekdays and 3 a.m. on Friday and Saturday nights. "We're also working on extension of Metro hours," Graham said.

Saks Fifth Avenue in Chevy Chase has made one stop shopping possible for the Inauguration--bringing in four top designers for one presidential trunk show. "This Catherine Regher stunner is just the ticket," Katie Jaggers of Saks says as model Kate Michael twirls in a gray tafetta dress--each cuff is piled high with real Swarovski crystals.

Also on display at Saks--a floral dress is by Melinda Eng. We already know Michelle Obama favors colorful fashion--and if you do too--designer Robert Danes has a fuscia number that may interest you. The District is swirling with election and inauguration party buzz. The worlds queen of media Oprah Winfrey is planning a huge event in the city for president elect - Barak Obama's inauguration week.


The multimedia queen hinted early on that she'll come to Washington for the big event: In a radio interview on the morning of Election Day, she declared that she had already bought her dress. As reported earlier by the Reliable Source she has secured the Kennedy Center as the location for her taping.

Oprah offically cemented the news Wednesday on the show "Access Hollywood" that she will be taping her show at the Kennedy Center's Opera House on Jan. 19. The Opera House is a perfect location to tape the show, with the rich history of the Kennedy Center and the beautiful location. Inside the Opera House there will be space for about 2,300 raging Oprah fans...I mean supporters.

A little advice for would-be machers, pooh-bahs and plutocrats coming to town for the inauguration: If you want to make the proper impression, Thurston,
ditch the limo. Go for the Town Car.

A limo says you're trying too hard. It says prom night. Unless you're riding with guys with earpieces or you're so famous you go by one name, the limo says more-money-than-brains. And, what, you've never heard the term "limousine liberal"?The Town Car, on the other hand, suggests a kind of upper-crust restraint, a dignified and solemn display of bankroll. It's stolid, solid and black (or very dark blue), and it has what car people like to call "design continuity," which is a nice way of saying the Lincoln Town Car hasn't changed much since Ronald Reagan's first inauguration. Plus, it's got a driver in a dark suit, which adds just the right touch of class, or maybe just class consciousness, to your
ride.

In any event, Barack Obama's inauguration figures to be a Town Car-a-palooza. Local "black car" companies (that's the industry term for car-for-hire firms) report that bookings are coming in from all their usual suspects -- TV networks, law firms, trade associations -- as well as from random out-of-towners who desire to sit in gridlock in professionally driven comfort. Plus, outside of charter buses and taxis, there may not be too many other motorized ways to get into and around the city, given the Secret Service's draconian restrictions on personal vehicles. (Taxis and limousines are permitted under the regulations.) "You come to Washington, you want a driver who knows his way around, who will be there for you with a reliable car, a clean car," says Nasir Baluch of Star
Limousine in Alexandria. Baluch's company is renting the smooth-riding, gas-guzzling (16 mpg, city), V-8-powered Town Car for $90 a hour -- with a 30-hour minimum during Inaugural Week. That's $2,700 (not including tip), with no guarantee that your driver will be able to get you within schlepping distance of the Mall or inaugural balls on lockdown day.

The Town Car is the most-booked black car for a simple reason: There aren't many alternatives. While some companies offer Cadillac sedans, and fewer still go with Lexus and Mercedes, the Town Car is dominant in most for-hire fleets. Mark Schirmer, a spokesman for Ford Motor Co.'s Lincoln Mercury division, which makes the Town Car, says the model accounts for the "vast majority" of the black-car market. (The modified Town Car hearse is also one of the most popular vehicles in the funeral industry.) As a compromise between a taxi and a limo, the Town Car projects power but not intrusiveness. In movies and TV shows, it's always the car that hauls the protagonist and his lawyer to the big courtroom scene (car pulls up, door swings open, reporters crowd around bedazzled occupant . . . ). It carries four passengers, but you hardly ever see more than two. In official DMV parlance, Town Cars are often classified as "livery vehicles," a phrase redolent of horses and rosewood-inlaid carriages. The Town Car isn't really a flashy piece of Detroit metal (actually, it's made in Canada), but that's kind of the point. People who hire Town Cars tend to be business executives, not rock stars or rappers. They want a prestige ride, sure, but not one that draws stares. A business executive or lawyer, Baluch says, "doesn't want to go around in a fancy car that [suggests] he's charging his client too much." The Town Car's popularity as a fleet vehicle owes to its longevity and durability, as well as its size, comfort and price, says Martin Romjue, the editor of Limousine & Chauffeured Transportation, a trade magazine. Longevity: Ford's Lincoln division started making a Town Car edition of its land-yacht Continental in the 1950s, though the first official Lincoln Town Car didn't hit the market until 1981. Durability: The Town Car holds up in tough city driving (fleet owner Habib Khan of Regal Limousine in Sterling has 300,000 miles on one of his) and has been around so long that replacement parts are abundant. Comfort: Plenty of trunk and legroom in this beast (if not, the slightly stretchy L series model provides an extra six inches). The Town Car's biggest appeal, however, may be its price. The 2009 model lists for $45,815, but that's for suckers who pay retail. Romjue says fleet companies get volume discounts that can knock the car's price down to around $35,000 to $40,000 per vehicle, at which point it undercuts the Caddies, Lexi and Mercedeses.

Alas, the Town Car's days may be numbered. For starters, the city of New York has its eye on the Town Car. In an ongoing effort to green up the city's taxis and black cars, Mayor Michael Bloomberg's administration last year implemented rules that will phase out aging vehicles, and requires some cars to get at least 25 miles to the gallon (city) by 2013. The latter measure would hit the Town Car hardest. To have any hope of meeting the new mileage standard, Ford would essentially have to turn the Town Car into a Prius. The company says it's still talking to the city about modifying the plan. But the Town Car may die long before that.

Although it hasn't officially declared the Town Car dead, Ford has made no commitment to produce it after the current model year, stirring concern within the black-car business. Fleet purchases are still strong, the company says, but fleet sales don't pay the rent, accounting as they do for only about a third of the 15,700 Town Cars sold annually. Rather, the car's sliding retail sales and aging demographics (the average buyer is 70 years old) have been arguing against continued production for years. "The Town Car," declares company spokesman Schirmer, "is not the future of Lincoln."Instead, Lincoln is pushing a smaller, somewhat sleeker luxury sedan called the MKS as its new flagship.

"In a lot of ways, the Town Car isn't a Lincoln anymore," Schirmer says. "It's a Town Car, not a Lincoln Town Car. People say, 'What did you get picked up in at the airport today?' And the answer is, 'a Town Car.' They don't even say 'Lincoln.' "True. But someday we'll gaze up at the Town Car on display at the Museum of Hydrocarbon Atrocities and sigh. Gas guzzler? Road hog? Leviathan? Yeah, it's all that.

But inaugural week may provide one last shining reminder of what else the Town Car was: a classic.
